Billable weight is the amount of weight that Amazon charges you for based on factors such as the size of the box and the space inside. So if you have big bulky items, and there is a lot of empty space in the box you are shipping, you are technically being charged for that empty space. So you may end up getting charged more, despite the fact you are not filling up the entire box.
